There are ways around it - and then there's not. Then there are ways it doesn't even matter what you have.
If tagged as the year completed in the metro Atlanta area (13 counties I think total) - you will have to pass emissions. The Clean Air Force will make some exceptions for your Kit - but you're still required to meet a idle and 2500rpm sniff as well as visual inspection. It could be worse, they could make you meet OBD-II standards (1996 up vehicles) - but they don't. The rest of the 140+ counties in Georgia don't require emissions what so ever.
Georgia requires you to title a 'kit car' as the year it was completed. Georgia doesn't require a title for tag purchase on a vehicle older than 1985. You can just walk into the tag office with a Bill of Sale and get a tag.
If you buy a kit car that was titled as a '65 Ford' in another State ... Georgia will re-title it with a Georgia title as the same year ...
Heck - I'm sure if someone high up in politics starts seeing how hard it is to own a Replica in the metro Atlanta area .. their requirements would be diminished quite quickly. I've seen a few laws do just that (ie: seatbelt law - not required to wear one in a Pickup Truck).
