I've used "Scotchbrite" and then "Simichrome" to get small scratches out. After that, I use "Eagle One" Aluminum/Chrome polish. Works pretty good. I also found that the Eagle One works well on painted aluminum wheels to remove brake dust that is caked on. You could also try 3M's "Imperial Microfinishing Compound Liquid". Their product number is: 051131-06011. It works great on gelcoat (boats etc) if you use a wheel at low rpm.
They sell it at most body/collision repair paint shops/stores.
