I'm not 100% sure of your question, but let me say this...

If I live outside of CA and owned a Cobra (built just like mine) *AND* it had a valid and legal title from the "non-CA" state in which I resided, and then I moved to CA, then, YES, CA would accept the title - CA may make me go thru SB100 to possibly change the title to CA's liking, but YES, CA would accept it.

There are a few members of our BACC who have purchased used (already titled) Cobras from out of the state, and have very successfully had them registered in CA.
