Gene,
Right now the fuel gauge in my SPF/Fuel Safe cell is fairly accurate. My gauge readout is not linear but it isn’t too bad. It took a few tanks of fuel to get the adjustment to this point. From your description, it sounds like you have the full adjustment set too high. I would fill the cell and make a minor adjustment on the full side first. Adjust so the needle just starts to come off of full and then adjust it to full. The gauge response is slow. Then, knowing your fuel mileage, you should be able to make minor adjustments on the empty side as you know when the tank is approximately ¼ - 1/8 full. You may need to keep balancing the 2 adjustments for a few tanks.
If I had to do it over again, I would have purchased a new access panel gasket from Fuel Safe when the cell was new and manually moved the float around to make the adjustments. I won’t do that now because I will not energize the car’s electrical system while I am staring into an open container of fuel and vapors.
