randy ,some states have a procedure to register cars built completly from parts. if the vehicle has never been registered in any state, appears to be a kit type car, has no vin plate ,the owner states he built it ,the state will assign a vin and attach a vin plate&issues a title that every other state will accept.a po box a street address & a week in one of these states would much less expensive than your other solutions.most statesonly reason for being in the registration business is to collect fees &stop the sale of stolen cars.its your car!!! in almost every state except ca.
