Default a MN builder goes hoop-jumping in CA

ok...so I have seen a few posts that refer to a 'SBC-100' that is available January 2nd 2005....does this allow a Cobra that WILL NOT pass any smog tests (500+hp pump gas motor) to be legal and titled in CA?When I moved here 2 months ago, I assumed that I would have to sell my car in MN once it gets painted, but after experiencing the weather here, I REALLY want to bring it down here to the bay area. if any of you are knowledgeable about registration methods in this area, please let me know...I really need some help. My car is almost done, and I need to make some big decisions soon. Other questions...... how are Cobra replicas registered in this state? by kit manufacture date, completion date, or body-model date? are they insured the same way? man...I have serious issues....lol. thanks...
