The typical LeMans cap is not supposed to be vented.
But there should be a vent on the tank itself, or on the fuel line bulkhead on the tank.
The bulkhead on the tank should have; fuel line out (3/8"), tank fuel gauge connection, fuel line return (5/16"), and a vent line (5/16", or 3/8"). If this line is plugged, unplug it. To prevent debris from getting into the tank, connect it to a small fuel filter, then terminate the vent line in some obscure place (on top of the tank, or in a fenderwell) that won't let water in. I used a small check valve in the line to just let air in.
