In Vic I know of an engineer who apparently (I haven't spoken to the engineer so this is 2nd hand info) does not have a problem certifying US engines that are already at Euro3 standards. So US ECU & engine were ok b/c they exceeded the current ADR 79/00 (Euro2) standard.
