As I presume your building an invidually constructed vehicle....your going to need to meet the various ADRs applicaple that exist now.
When it comes to noise and emissions there is specific benchmarks you need to meet. You can either use an existing standard engine that has passed this benchmark previously, or you can use your own job and then proove that yours meets the standards.
Full "shed" tests cost many thousands of dollars and it is likely you will need your ecu tuner with you, and youll probably have a few goes at it, having to pay each time.
Some old "tricks" like using special fuel isnt copped anymore and in a full shed test the fuel used will be monitored.
If you ever manage to meet the standards youll probably end up retuning the car anyway so that the performance and driveability is optimised rather than emissions.
