Temps are issued at the discretion of the local office. If your fees are paid and your paperwork is complete, CHP inspection is done, light and safety inspection is complete there is no reason you shouldn't be able to drive your car regardless of spcns sequence numbers remaining or whether they are out.

Again the two processes are not mutually exclusive. If your car is new, never registered you are suppose to be exempt in California for 4 years anyway.

In that scenario you might be ok to wait for a few years. (but why would you). Someone clarify that if it has happened to you.
