Default Carb dry for cold starts

Hi guys!
I'm running a Carter HP electric fuel pump (100gph@7psi) with a Summit fuel regulator (4.5 to 9 psi) pumped into a Edelbrock 750 carb.
The problem I'm having with this set-up is there is not enough fuel in the carb for a couple of squirts for cold start-up. I added a bypass switch to the pump to fill the carb before starting. This is a pain! The regulator is adjusted down to minimum flow. If I turn it up the carb will flood out. I have adjusted the floats to Edelbrock specs. What is causing the carb to run dry? The engine (302) runs great at idle and down the road.
Any ideas?
