Hi Mike,
As mentioned earlier, if you are considering a newer vehicle it must have at least 7500 miles on it and I don't believe the law has changed recently. I had a federal vehicle that had to be picked up by the dealer I bought it from, trailered and resold out of state because it had 5k miles on it and it was not a California state equipped vechicle. The 7500 mile limit prevents people from doing this. The tax thing is another issue.
