You should not have to pull the sender out of the tank to test it's range. It's usually 0-90, 0-180 or 240-33 ohms, so fill it all the way and test the resistance between the wire at the gauge side and ground. (Remember to disconnect the gauge though). If it's not close to 90, 180 or 33 ohms, then you've probably got something different or it was setup incorrectly.
