Just buy out of state, register it out of state, then 91 days later, bring it in.

Or, buy it out of state, register it out of state, drive it down here and don't get pulled over for 90 days...then register it.

If you get pulled over, problems begin. They'll often flag you if you have a CA license and an out-of-state registered car in your name.

New car laws may be different; I've never bought a "new" car.
