I'm not sure I understand your whole post but, not to be obvious, the installation requires a MASTER pressurizing a SLAVE cylinder. Maybe your guy means there's no master?
On ERA's, the master mounts to a chassis bracket, and the slave mounts to a bracket on your block. The master is fed by the brake reservior and then braided line from master to slave . The slave actuates the adjusting rod which moves the fork.
Go to ERA's manual on their site if you don't have a manual.
