Default CA Regist?

Hi Guy;s,
Ok here is my issue. I will probably get my car on the road by the end of May. I went down to the DMV on Monday to start my registration process. I know the SB100 idea is not going to happen until Jan of 06. So, I would assume at this point the only avenue I can take is by engine year? My motor is a 65-427. This isn't ideal but I don't believe I have any other choice. Here are my questions.
-If I regist. by engine year now can I still re-regist. under SB100 in Jan?
-I understand by going engine year that my motor will need the smog items of 65. PCV Valve, closed crankcase, etc?
-I will also have to pass some type of minimum smog test. Tail-pipe test at a high RPM then another at a low rpm. With a pretty aggressive cam I doubt I will pass the low rpm test. What options are there??
-When I went to start my regist. I told the DMV lady I want to regist. my car under Sec-580 SPCN, a kit car, home built. She kinda looked at me funny then went and dragged out a book to read up on what I meant. I think I started this correctly but not sure?
