I'm in the middle of this mess right now. 1967 block sideoiler. Have been told by 2 mechanics that I will never pass the HC limit of 700ppm (I believe the 65 limits are identical) at idle without recamming the engine. I bought the Car in Colorado and brought it to California in February, which makes it a SPCNS just like yours. The DMV gave me a temporary operating permit that expired on 4/30/05. My hurdle was a BAR referee verification of block year and passing the smog test to 67 standards. The DMV extended my temporary operating permit another 90 days until the end of July after I convinced them that I was making a concerted effort to pass the smog test. Can I get futher extensons until 1/2/06 for SB-100, drive my car and avoid the recamming cost? I don't know. I'm researching one possible temporary fix that will enable the beast to pass the idle test without recamming, but I will not discuss it in open forum. FYI - the best we could sustain was about 1150 HC ppm at idle with solid cam, .605 lift and 248 degree duration at .050.

Good luck boys, Bill
