While the block is a 2 bolt main block, if you look at the main webs you'll see they were cast for possible use with 4 bolts. I'm not sure why, since they only came as 2 bolts, but would guess that Ford had planned on making it their HP mid size engine until the Cleveland cam out. The block could easily be made 4 bolt with some different caps, something that can't be done with the 289/302 since their webbing doesn't have the extra metal cast where the holes would need to be drilled and tapped.
