IMHO, a billet requires an awful lot of work to produce, hence it's price. A forging has this "extra" material removed, plus you have the extra strength provided by the grain structure in a forging, especially a "non-twisted" forging such as you usually get with the 4340 alloy. For a niche market such as the FE, it'll be a Chinese forging, which will be OK if the alloy is spec'd correctly. Just some food for discussion...
