Byron, yes the fuel cell does start to break down after a while ,but i think it would be better to moniter it and change the foam when needed rather than modify your tank. Also never use an additive like octane boost or or any other product containing alcohol as that will cause the foam to break down in a New York minute. Keep the foam it is safer if properly maintained, good luck, jerry
