Paul,
I ran out and took a few pics of my kick panels and posted them in my gallery. Sounds like yours may not be installed if you can see the cowl bar where it bolts to the floor/frame. Its a fiberglass panel that fits between the door hinge and cowl bar and extends to the rear between the door sill and floor. The assembly manual was extremelly vague in the area of installation and I really couldn't understand exactly how it was to be attached. I modified them but cutting them apart and reglassing them together to get a better/cleaner fit. I welded the bolts that go thru the cowl bar and attach the hinge from behind since they are inaccessable after the panel is in place. Carpet is glued to the panel and I also carpeted the area forward of the panel which is basically the inside of the body. Hope this helps.
