Jim, if it is like the 427 expansion tank, then:
yes the small one in the neck under the cap is for the overflow line
and the small one on the opposite side of the large radiator pipe is attached to the top of the radiator tank (opposite the large tube inlet) . In the picture attached, see the top right of the rad
I believe that is essentially an air bleed to prevent air pockets
