Default questions about ADR's

Hey everyone.Just wanted to clear up a bit lof confusion I have. I understand that in the last few years a couple of the states have changed the rules and will no longer allow early model carbed engines in cars yet to be built. Is there a chance that these law will eventually become retrospective, and my Coba with a 302 will be be legally unroadworthy? Also do these laws affect if I sell the car the new owner has to reregister it? Of course the only reason I would consider selling it would be to buy another cobra. Mine has cosmetic side pipes and would love to get them active (illegal, I know...) but the frame in my DRB is in the way. (If anyone has any ideas on a way around this please let me know)
Cheers Dave

Ps Thanks for everyone's help on the heated seats. I have ordered a pair from Cobra Heat in the US and am awaiting delivery. I will let you know what they are like when fitted. Looking forward to keeping the top off on those chilly winter nights.
