The answer I was given in late 2004 is that once issued a sequence number, it's good until they decide its not. At that time, they were honoring EVERY SB-100 that had ever been issued, no matter how long it took to complete the registration.

I'd also like to add that I just spoke with the BAR appointment desk today, and they confirmed that they're accepting appointments for SB-100 numbers that were issued even back to the first year of the program...she made an appointment for someone that had a 2003 number today.
