You don't need a top. defroster or handles. You do need heat shields and some type of bumper in pic. The four pics need to be in sunlight and clearly showing the F,R. and sides. They need to be signed on back by the inspecting mechanic.
IF you completely and accurately fill out the 426B form, including the pre inspection, including the Pa sticker requirements, it will take 45-60 days. They have a bad habit of sitting on mistakes for several weeks and then sending it back to start over again.
I think when you and I spoke sometime ago I gave you the name and phone number of the final sign off guy in the DMV.
