Default 351c Idle 2 Years Prestart Up ??

I have a Boss 351C that has 2200 miles after professional rebuild. This engine came mounted on a unfinished Midstate rolling chasis that I purchased last year. I am close to finishing and would like some advice on starting this sitting motor. The motor has sat unstarted for 2 years.
THe motor had oil in it, but no coolant. The crank moves freely.
I was thinking of spraying WD40 in each spark plug whole and manully turning the motor a number of time. I was then going to drain the oil and fill with fresh. I was then going to pull my valve covers and use the drill with shaft to pump the fresh oil and check for oil pressure and oil visual in the valve train.
Am I on the right path or should I pull the heads and inspect the short block for rust in the cylinders?
