Default NJ Emissions requirements by engine year

I have been trying to find out what year block I have to use in order to stay relatively emissions free. I want to use a ford 385 series block 460 and I would like to know what the emission requirements are by the year of the motor for my state.There seems to be a lot of 71 and up blocks D1VE for example but my engine identification material says D1 blocks are 1971 and up. So , would this be identified as a 1971 block for inspection? When did emissions get tough in NJ in the 70's?Does anyone have a breakdown on this? Thanks
