I can only offer my experience; I brought in a SPCNS car from out of state that came with a title. Instead of dealing with the out of state stuff I remove the plates from the car. removed the plastic vin number that was assigned to the car. went to dmv and completed a form 'statement of facts'. claimed I built the car and then got title and registration with no problems. I am not sure it was the perfect way to get it done but it seemed to be best for me at the time. Sometime the less the DMV knows the better off you are.

In somecases the seller might be better off to remove the vin, tear up the stuff from thier state (and or tell thier state they junked the vehicle) and then issue a bill of sale for the car and let the new owner go thru the process with thier own state dmv. This will vary on the orginations state and new destination state.
