While my experience with the CT registration process is now over 6 years old, I obtained the Emissions certification, PASS, before going to Wethersfield. At the time, the CT DMV Inspector checked all the paperwork before starting any inspection.

Also, the Anti-Theft unit checked the paperwork for their approval to obtain the registration. I do not know whether they did or did not look at emissions paperwork.

Either way, it is a two step trailering process as Temp plates cannot be issued for a Composite.

Suggest you might want to verify, clarify, etc any Exempt emissions procedures prior to selecting this approach. The exemption process is regulated by Emissions, not DMV
