This is from the azdot site "All vehicles registered in Arizona must be insured by a company licensed to do business in this state".

The vast majority of insurance co.'s in the U.S. are licensed to do business in AZ.
I believe this requirement applies to every state that has manditory insurance.
I have J.C. Taylor collector car insurance on my Corvette here in WA. state. When I contacted them about my Cobra, they said they have not yet been authorized by the state to insure "replicas". It's just a matter of them doing the paperwork.
