You guys are correct that the company must be licensed to do biz in the state, my point , which I don't think I articulated very well in retrospect, is that the proof of insurance card that you hand to the cop who is writing your ticket must say "Arizona Automobile Insurance Card" or similar on the top. I checked and all of mine do including those from Allstate and AHI. That is what the link I posted above is in reference to.
