Ownership--------Provided when the chassis left the factory/manufacturer plant and only issued by the manufacturer. Without it, there is no clear proof of ownership from the current seller (Tom P.) to you as a potential new owner/buyer. If Tom states that it can be titled without the MCO/MSO, then have him do it for you as part of the contract.
