OK, here is the deal. My inspector called Tech Services in Albany and they walked him through the procedure. Had to only have emissions devices based on year of engine (1972) which was a PCV valve and pass a gas cap pressure test. Then I had to pass an emmisions idle test (tailpipe sniffer). Fortunately the parameters were from 1972: 700 HC and 6.00 CO. I passed and have no issues for another year. I'm curious what parameters they set for crate engines purchased new. Thanks for everyones help and input in this matter.
