I just went through the SB 100 process this past January and I believe that you can get a termporary operating permit for three months, and was told by the DMV that you could extend a few times until you could apply for the SB100 in Jan. of 2008. But Special Construction does not mean smog exempt. You still have to pass smog or get the SB 100 or work off temporary permits for as long as you can. There are counties in Calif. that only require you to smog once, and then you don't have to again, but you would still have to get it smogged that first time and have it pass.
