Entering the amnesty program allows the owners illegally registered vehicle to be correctly registered and avoids the criminal liability of perjury for lying about the year of the vehicle.

This does not grant any kind of “engine amnesty.” All it does is place you back at square one by correcting you registration and making sure you comply with existing California law.

For those who choose not to accept amnesty, the bill does contemplate “stepped-up vehicle registration enforcement programs.” Last I remembered the rule was that an illegally registered vehicle was subject to tow and impoundment and the perjury is a non-reducible felony. I do not see much leniency in future enforcement actions following an offer of amnesty.

My thoughts for what they are worth.
