I would encourage you to do some research. Google is a great search tool.

You seem to be under the mistaken impression that kit cars have some sort of federal title. A kit car, by its very nature, is designed to be outside the vehicle manufacturing regs. This is why there is no VIN number assigned to them. The first time these cars are entered into a system is at the state level. Some states have specific rules for these vehicles; some have no rules at all.

If you become a resident of a specified State you must comply with that State’s laws. A good analogy to your “registration question” is firearms and fireworks. Just because it is legal to possess or own a particular type of firearm or firework in State A does not entitle you to keep those objects if you move to State B where they are illegal.
