If I understand what you have said correctly, I suggest drilling two 3/16 inch holes close to where the bolt comes out. These hole should be close enough to you original hole to almost touch them. Then pull the bolt with nut attached as tight as you can and aligne it as best you can and use the new holes to tac weld the nut back in place. Just a sugestion.
