Default 428 FE problem: hyd. lifter bleed down too quickly...

am having a problem with the hyd. lifter bleeding down too quickly (next to distributor hole (last lifter to receive oil from the galley)), checked and have good oil flow to the lifter, check for correct bore diameter - good, bore is not tapered, have 40-50 lbs. oil pressure - drill on the pump, cam lobe is fine, swapped with lifter from a working lifter bore as well as replacing with a new lifter but the lifter still bleeds down really fast. mag'd the lifter bore and found no cracks.

any ideas why the lifter in that bore won't hold pressure?
