Yes, small propane torch. HOWEVER the aluminum fins and tubs are VERY heat sensative and will shrivel and melt instantly when the temprature threshold is exceeded. Repairs on the core or header area of aluminum radiator are next to impossible to do successfully. If the opening of the tube can be accessed by removal of the tank or by cutting a hole in it, you may be able to successfully render the individual tube non functional by plugging it with epoxy. Or maybe by bead blasting from the outside and applying "sealant". Good luck.
