I had very good luck at the Charmichael DMV.
About 7:45am the manager (a very nice lady) came out and collected all of the SB100 applications and gave us numbers. At 8:00 when the doors opened, you just went to your window number and a nice DMV clerk was there with your paperwork, and the manager was already calling for numbers!
Got mine by 8:45! #SPCN 2007203.
