I can't tell what they do by looking at them from the top without pulling the seat and pulling up the carpet etc, and as you can probably tell this project has already become bigger than expected, so I'd just as soon not.

Those are your seat belt mounts
You need to move engine forward and do this right or you will be hacking things up and making a general mess of things. Don't rush, measure twice and cut once.
