You should be OK with no VIN in CA to start the process. The DMV will send you to the CHP to check over your receipts (basically checking for stolen parts) and the CHP will assign you a VIN number.

Be sure when you go back to the DMV that they update whatever placeholder VIN they put in the computer with the real number assigned by the CHP or you will have paperwork trouble later.
