When I lived in Fairfield, they gave me the same song and dance but I called the CHP in Napa and they took me the same day.

Give them a call.

Curtis is correct in that the CHP assign numbers that start with a CA and 6 numbers after the CA.
I believe that 17 numbers is not correct.

When I did my Superformance this January/February, they took my SPF number from the frame and gave that as the VIN number.
