For compliance in Vic the material that i was advised to use was 2 layers of 10mm 260grade EVA foam, it was also suggested that it was available from Dunlop Flexible Foam supplies in Dandenong Victoria, you could check with your local Dunlop foam supply outlet. I beleive it to be a sandable product after it has been bonded to itself & whatever you use to attach to the lip above the dash. It appears that the 20mm thickness is also a requirement, i haven't had chance to to call by and purchase mine as yet but if i get the time i might be able to swing by Dunlop this week or next.
