JB weld would work OK, that is what I will probably use. There are other epoxies that would work too but at this moment I am not sure of the Brand names. As far as machining or grinding it afterwards, I use a High speed 20,000+ RPM Makita grinder that will hold tools with 1/4" diameter shafts. Get a good round 1/2"- 5/8" carbide cutter and an tapered arbor that will accept tapered abrasive rolls and you will have all you need.
