Default OIL PRESSURE

We finally found out why I haven't had good oil pressure in my 392 stroker crate motor. We took off the two lines at the oil cooler and put in a by-pass. I instantly had 60 psi @ hot idle. I reinstalled the hoses and it dropped down to 40 and it doesn't matter if I rev to 5000, it doesn't go above 40. Definitely a problem with restriction. I put in a Melling HV oil pump as suggested but to no avail. Will it hurt the engine if I race it with the low oil pressure ??? Besides a by-pass does anyone know of another cure for this problem ??? Like a perfect replacement oil cooler ???
