Default Erson Roller Rocker Adjustment Question

Neither the little 7/32" hex locknut in the middle, nor the the larger 5/8" adjusting nut, will budge using all the hand strength I can muster. Before I break out a larger tool, is there anything unusual about the Erson roller rockers that I should know about? That little 7/32" hex locknut in the middle essentially just "clicks" on and off to lock the adjustment, correct? And just how much torque should be on it? Here's a shot:
