Noting that PCV stands for Positive Crankcase Ventilation and knowing that the PCV valve is routed to the underside of the carb for full manifold vacuum; I would surmise that the factories are correct in allowing a circulatory flow coming in through at least one breather (normally mounted on a valve cover) and out through the PCV valve to manifold vacuum. If there is no breather in this system then the crankcase will be subjected to very hi vacuum levels during off throttle operation and could dislodge a variety of gaskets. Two breathers may be overkill but at least one is necessary for the system (PCV) to function.
