Actually the harmonic balancer and balance are 2 different things. The harmonic balancer became fairly standard on all FE engines by ,I believe..1966, they were the same regardless of engines. The 428(all except SCJ) used a weighted Flywheel and the SCJ version also used a weighted "hatchet" behind the balancer. Although on small blocks,all external balanced, the damper also acts as a weighted piece... on FE's they have no weight and are just to absorb vibrations. I believe the change was made for 2 reasons, one is rpm's increased for HP engines at that point and more options became available and instead of a bunch of dampers with different pulleys they made the pulley and damper as 2 pieces. Unlike early FE's that had a single pulley made into the damper.
