Depending on the size of the chip, I normally clean it, then start filling it in with touch up paint one layer at a time until it is flush. I always let each layer dry before applying another one and then put on one more that is just a little high and polish it down even. If it is small, I use a small brush or for even smaller ones a toothpick cut in half.
